Yes. Upwork charges a frictionless 10%, and will charge you in three parts: 1) You set your fee; 2) For example, if the client bids $500 and you charge $100, upwork will take 10% of the total (i.e., USD$100), which equates to an additional 4%; 3) At the end of the assignment, when all payments have been collected from clients - including any retainer or partial payments before completion - Upwork commission (10%) is waived. What does this mean?

You can use upwork to post your project or apply for projects posted by other people. Yes, this is a paid service that does not charge any fee. It has 80 million users in over 200 countries around the world and it's free for employers to post their jobs with upwork. The only time you'll be charged is when you make a payment like when bidding on or asking for work (in which case you pay 3% of the difference between what you bid and what ends up being your total earnings) or when paying a freelancer for quicker access to their payment information so they can claim a project payment more quickly.

Yes. Upwork offers a free trial wherein you can list your profile for 30 days with no registration or employee cost. If you then decide to hire one of their freelancers, Upwork will charge 2% fee on the gross hourly project rate (minimum $5 per hour). Additionally, there is an invoiced charge of $500 per month for any company with over 100 employees doing less than 20 projects/month or an invoice charge of $750 per month for companies with over 100 employees doing more than 20 projects/month.

Sure does. It's just in the iniutial sign up process for freelancers. You have to create an account, set up your profile, and pay one dollar (or an equivalent currency) through cash or credit card before you can get started bidding on projects. It's worth nothing though that they offer free trials for freelancers until they decide if the platform is fit for them, so it's possible to start out with a feel of how it works without any upfront cost (which is great for people like me coming from less developed countries where living costs are significantly lower). The fee changes depending on your country of origin; Americans get charged $20 at signup while others around the world get charged $25.
